Ian joined Thirteen as our Chief Executive in 2016. The first ten years of his career were spent in the private sector and the last ten years in local government. Ian started his career in Middlesbrough as a graduate trainee at George Wimpey (now Taylor Wimpey) later becoming a land negotiator, land manager and development director. He was then a project director for the Sunniside Regeneration Project in Sunderland.
Jo AllenExternal Affairs Manager, National Housing Federation
Jo Allen is External Affairs Manager at the National Housing Federation where she has worked since 2015. Prior to joining the Federation, she worked in policy and public affairs roles in local government, the banking sector and the British Embassy in Madrid.
Lucy AtleeQuality & Design Manager, Transport for London
Lucy has been an architect for 20 years and has worked in a variety of architectural practices from a small eight person practice to a large international practice. At university and in practice Lucy has focussed on sustainability and is a qualified BREEAM Assessor & BREEAM AP helping develop the sustainability strategy for the Glasgow Commonwealth Games Athlete Village whilst working for RMJM in Glasgow and London.
She was board director of aLL Design Architects where she worked with Will Alsop before joining TfL as Quality & Design Manager via Public Practice, a not for profit social enterprise which places architects and built environment professionals in local authorities. At aLL Design Lucy helped deliver a meanwhile project in Battersea which become a cultural hub attracting thousands of visitors each week, a 138 apartment residential building and an educational engagement space at Queen Mary University shaped like a giant neuron. Lucy’s role at TfL as Quality & Design Manager is to embed design and sustainability into TfL’s housebuilding programme and lead the development of a Design Guide for TfL’s railway arch portfolio.
Lord Richard BestChair, Affordable Housing Commission
Lord Best is an independent in the House of Lords. He is a past chief executive of the National Housing Federation and the Joseph Rowntree Foundation. He was President of the Local Government Association for nine years, Chair of Hanover Housing Association and of The Property Ombudsman, for eight years.
He is currently Co-Chair of the All Party Parliamentary Group on Housing and Care for Older People and of the Commissions on Affordable Housing organised by the Centre for Social Justice and the Smith Institute. He chaired the MHCLG’s Regulation of Property Agents Working Group. Lord Best has successfully piloted five Private Members Bills through the House of Lords, the last being the Homes (Fitness for Human Habitation) Act 2018.
Barrington BillingsChair, Manningham Housing Association
Barrington began his senior housing career in 1990 and for six years was Executive Director at Hallmark Community Housing in Derby. Since then, he has held senior Executive-level posts at a number of housing associations, including six years as Area Director (Midlands) Places for People Group, two years Stock Transfer Adviser for the Housing Corporation and two years as Executive Director for Hamac Housing (Prime Focus Group) Birmingham. In 2004 he set up his own property services company Glendon Group in Birmingham providing a range of planned major works contracts to the housing sector including a national contract with the MOD across 16 sites UK wide. Barrington is currently Head of Asset Management and Development at Tuntum Housing Association in Nottingham. In addition to executive roles, he has also served on a number of boards; outside of the housing sector he has served as a non-executive board member at the Academy for Sustainable Communities and seven years for an NHS Trust, and was Chair of the Joint Awarding Body of the CIOB & CIH 2007 - 2008. He was an external examiner at De Montfort University and a visiting speaker at Warwick Business School and Birmingham City University. Within the sector he has served on the Boards of Gentoo Group in Sunderland (2008 - 2017) chaired Arhag Housing in London (2007 - 2013), and was also a Member of the Chartered Institute of Housing Governing board from 2000 - 2008, serving as President from 2005 - 2006. He is currently Chair of Manningham Housing Association in Bradford since 2017.

Michaela is the Director of Corporate Finance for Catalyst Housing Limited and responsible for Treasury, Investor Relations and Financial Planning & Analysis. Michaela has 20 years of experience in Corporate Finance, previously with Guinness Partnership, and led Catalyst through their Pan-European Certified Sustainable Housing Label with Ritterwald alongside the introduction of sustainability linked lending.
Nathan BradberryPartner and Head of Infastructure, Bevan Brittan
Nathan is head of Infrastructure practice and specialises in advising on all aspects of projects (construction / EPC through to service delivery, operation and maintenance) in the energy, waste, renewables, rail, road, water, nuclear (civil engineering), tunnelling infrastructure, education, leisure, health and housing sectors. He acts for clients consisting of local authorities, registered providers, developers, contractors, funders, joint ventures, SPV consortia and NHS trusts.
Baroness Julia BrownDeputy Chair, Committee on Climate Change
Baroness Brown of Cambridge (Professor Dame Julia King) is an engineer, with a career spanning senior engineering and leadership roles in industry and academia.

Neil ButtersHead of Procurement, Procurement for Housing
Neil has worked in various Procurement roles across the Public Sector for over ten years. In the NHS he worked as Procurement Contractor providing added value procurement services, focusing on delivering improved cost-effective supply arrangements ensuring full benefits were realised in a timely manner before taking on a Strategic Procurement role for a centralised procurement service provider.
Neil joined Procurement for Housing as Head of Procurement in 2016 determined to utilize his experience of leading Procurement in a challenging fiscal environment to drive real change through Procurement in the Social Housing Sector. Neil has a passion for delivering Procurement solutions that focus on delivering outcomes, realizing benefits and effecting long term change for the better.
Patrick ChauvinExecutive Director of Assets, Stonewater
Patrick is a highly experienced property and asset management professional. He has held senior management positions across a range of disciplines within the Housing sector, including Director of Asset Services at Amicus Horizon and Head of Strategic Portfolio at Circle.
Patrick is a qualified Building Surveyor with extensive experience in housing and construction. His career began in the private practice, working for high profile clients on construction projects. From there he moved into the housing sector, working on City Challenge in Newham. He then held a number of senior positions within Home Group, one of the largest housing associations in the UK. From there he moved to Amicus Horizon and was part of the Executive Management Team that transformed it into one of the highest performing organisations.
Patrick was then appointed to a senior position within Circle Housing as Head of Strategic Portfolio and was subsequently appointed Head of Neighbourhood Planning for Clarion Housing Group, the largest Housing Association in the UK. He recently gave evidence to the BEIS Select Committee as part of their inquiry into decarbonisation of existing homes.
Chit ChongSustainability Manager, Peabody
Chit is a committed environmentalist and has worked in housing sustainability for 20 years.
He has led sustainability projects on a wide range of topics including low carbon retrofits, large scale insulation, communal heating and energy behaviour change. He is currently the Group Sustainability Manager for Peabody where he is pushing forward its Sustainability Strategy for net zero carbon in its core activities by 2030 and for its wider activities by 2050.
Joshua EmdenResearch Fellow, The Progressive Policy Think Tank (IPPR)
Josh’s work at the Institute for Public Policy Research (IPPR) focuses on developing just transition policy across all sectors of the economy. He is the programme lead for the New Social Contract and Industrial Strategy themes for IPPR's Environmental Justice Commission.
Josh has previously worked on renewable electricity and heat policy, energy networks and systems and implementation strategies that include devolved and local governance. He is a regular commentator on climate, energy and just transition policy and has written on the subject for Huffington Post, Business Green and Energy Monitor amongst others.
Josh holds an MSc with Distinction in Environmental Technology from Imperial College London and a BA in Classics from the University of Cambridge.
Sarah ForsterChief Executive Officer, The Good Economy
Sarah Forster is CEO and Co-Founder of The Good Economy Partnership (TGE), a social advisory firm specialising in impact measurement and management. She leads TGE’s advisory services and has also led the collaborative project to develop a Sector-Standard Approach to ESG and Impact Reporting for Social and Affordable Housing. Prior to establishing TGE in 2015, Sarah was Deputy CEO of Big Issue Invest, which she helped start-up and develop into one of the UK’s leading social investment intermediaries. From 2004-2007, Sarah worked for the New Economics Foundation focused on community-led development and social investment. Sarah spent the first half of her career working in international development, including ten years at the World Bank. She has lived and worked in Africa, Asia and the Balkans and helped build microfinance institutions and local community investment programmes aimed at tackling poverty.
Kevin GarveyExternal Affairs Manager (South West), National Housing Federation
Kevin is the External Affairs Manager for the South West at the National Housing Federation. Prior to joining NHF Kevin worked in roles in public affairs, Parliament, Shelter and local government.
Matthew joined Great Places in 1993 and led the organisation through award winning development before being appointed as Chief Executive in April 2013. He has vast experience in development and urban regeneration and has led on many iconic developments and projects that have supported the growth of the business. He has also played a central role in a number of mergers, most recently leading Great Places’ merger with Equity Housing Group in April 2020.
Matthew has also been involved with a Local Strategic Partnership, has been a PFI Company Board Member; and has supported the National Housing Federation in a variety of ways.
A collaborator at heart, Matthew is currently an active member of the Greater Manchester Housing Partnership; a Board member of the Sheffield Housing Company and Halton Housing. He is also Chair of Hive Homes, the innovative house-building joint venture, led by Greater Manchester housing providers; and a Board member of its Sheffield equivalent, Forge New Homes.
Emma HarveyProgramme Director, Green Finance Institute
An experienced and passionate green finance specialist, Emma joined the Green Finance Institute in 2019 and leads a portfolio of coalitions and projects including the Coalition for the Energy Efficiency of Buildings, an industry-led collaboration with more than 200 individual members, focused on developing new financial products and solutions to help accelerate the decarbonisation of buildings.
Emma previously worked across several areas within Barclays Bank including product development, portfolio management and corporate debt structuring. Throughout this period she championed the green finance agenda, supporting the bank’s first green bond issuance and pioneering the Barclays green home mortgage.
Kate HendersonChief Executive, National Housing Federation@KateNHF
Kate Henderson is Chief Executive of the National Housing Federation, the voice of housing associations in England. Our members provide 2.7 million homes for nearly six million people and each year they invest in a diverse range of neighbourhood projects that help create strong, vibrant communities.
Prior to joining the Federation in October 2018 Kate was Chief Executive of the Town and Country Planning Association (TCPA). During her decade at the TCPA Kate raised the Association’s profile through a range of campaigns and policy initiatives, most notably around Garden Cities, local authority innovation, affordable housing, health, poverty and climate change.
Kate has been involved in a number of government panels and independent commissions including the Lyons Housing Review. She is a visiting professor at the Bartlett School of Planning at University College London, a Board member of the International Federation of Housing & Planning, and has co-authored various books including ‘The Art of Building a Garden City’ published by RIBA Publishing and winner of the National Urban Design Book Award 2018.

Mark is Chief Executive of Home Group, with 55,000 homes under management across Scotland and England and one of the largest providers of supported housing, working with 26,000 vulnerable people in nearly 500 services. Home Group is also one of the largest developers of housing in the UK and will build over 10,000 new homes of all tenures by 2022
Home Group has a turnover of some £350 million per annum and was voted the UK's best Landlord and best Housing Association in 2014 and 2016.
Mark previously ran his own business before joining Home Group, before that had worked with the RDA as Operations Director and a variety of regeneration and economic development jobs across the country in local government, most recently as Chief Executive of one of the largest County Councils in the country. He is a former Chair of Homes for the North.
Mark is a petrol head, he races a Yamaha in classic motorcycle races and is a season ticket holder at Newcastle United.
Jonathan HiggsChief Executive, Raven Housing Trust
Jonathan is Chief Executive of Surrey-based Raven Housing Trust which delivers housing and a range of community services to 6,000 homes across East Surrey and Sussex. Jonathan has worked for two housebuilders, Chief Executive of a 2,500 home Oxfordshire based HA, and managing director of a national HA. Jonathan is a Director of Placeshapers, a national network of over 100 housing associations and is a member of the National Housing Federation’s South East Standing Board. He has been a non-executive Director of two housing associations and an ALMO and a variety of regeneration vehicles which is where his passion lies. Raven has been one of the first HA’s to share its anticipated costs of moving to Zero Carbon across its stock.
Rhian KellyUK Corporate Affairs Director, National Grid
Rhian is responsible for all corporate affairs activities on behalf of National Grid’s UK regulated businesses and our commercial arm, National Grid Ventures. This includes public affairs and policy, crisis and media communications, internal communications, and corporate social responsibility.
Rhian joined National Grid back in 2017, to lead our UK & EU Public Affairs and Policy team; managing senior relationships across Whitehall and Westminster on strategic issues like Brexit, nationalisation, transport and heat decarbonisation, and the RIIO 2 price control.
Prior to joining National Grid, Rhian was the Director of Infrastructure at the CBI, spearheading their campaigns to boost investment in infrastructure, the low-carbon economy and construction. Having joined the CBI in 2006, she helped to deliver the CBI’s ground-breaking report on climate change in 2007, which helped shift the perception of the role business can play in the low-carbon economy. After this she set up and led the CBI’s climate change team before becoming Director of Infrastructure.
Prior to working for the CBI Rhian spent five years in Beijing, where she worked for the European Union Chamber of Commerce providing a bridge between European Business and the Chinese government, and a year working in Taiwan.
Rhian studied politics, social and economic history at Edinburgh University.
Samantha KennedyDirector Climate Action, Places and Public Health, Essex County Council
Samantha is Director of Environment and Climate Action at Essex County Council, driving the authority’s response to the climate challenge. She leads a broad portfolio of services including waste, energy, flood resilience, green space, outdoor education, culture and heritage. She brings a wealth of experience with a career spanning leadership roles in central Government, Transport for London and the Energy Saving Trust.
Ron LangImpact Director, Construction Innovation Hub
As Impact Director for Value at the Construction Innovation Hub, Ron takes on responsibility for driving whole life performance, outcome-based procurement models and data driven-decision making.
Ron works closely with industry and the public sector to develop and embed an agreed methodology for measuring future success in the built environment, taking into account the whole life value aspirations of the transforming construction programme.
Ron has a BSc in Architectural Engineering and Design Management, an MSc in Construction Innovation and Management and has worked across a broad spectrum of roles over the last 15 years, spanning architectural design, sustainable construction, industrial research and innovation strategy and management.
Angela LockwoodGroup Chief Executive, North Star Housing Group@Angela_NSHG
Angela has been Chief Executive of North Star for ten years. She is a Fellow of the Chartered Institute of Housing and holds an MBA from Newcastle Business School and is a Board member at Joseph Rowntree Housing Trust.
North Star operates in the North East and provide both general needs and supported housing. It works in many highly deprived communities and delivers extensive community support and services. North Star plans to build 500 homes over the next five years, and hold Investors in People Platinum; in 2018 were voted the number one landlord in the 24 housing magazine.
Stephen LodgeExecutive Director Development and Strategic Asset Management, Abri@SLYarlington
As the Executive Director of Development and Strategic Asset Management at Abri (formerly Yarlington and Radian), Stephen is responsible for leading the property directorate of the business to ensure the growth of good quality new homes, spanning all tenures, across the south and south west of England. This also encompasses home ownership, sales and asset management.
Stephen has worked in the housing sector for around 30 years, initially as a volunteer in direct access homeless hostels before pursuing a career in housing management and more latterly, development and asset management. He has worked in local government and the housing association and voluntary sectors, both regionally and nationally.
In his role, Stephen is focused on investing more into existing homes, giving our customers great opportunities, and achieving carbon neutrality. He is also has a particular interest in Modern Methods of Construction and champions this approach in the sector. Stephen is a Fellow of the Chartered Institute of Housing and in 2018, he won the Exceptional Contribution Member award for the South West.
Richard LupoManaging Director, SHIFT Environment
Richard is a Chartered Environmentalist and Full Member of the Institute of Environmental Management and Assessment (IEMA). He has had a life-long interest in sustainability issues. He has carried out over 50 full sustainability assessments of social landlords using the SHIFT standard. He is very proud that it is leading to significant environmental and value for money improvements.
Richard is an ESOS Lead Assessor and his key skills are calculating carbon emissions and the technical side of research. He has also led on Post-Occupancy Evaluation studies in the housing sector.
At Imperial College London Richard developed a waste silt recycling process, gained an MSc in Environmental Engineering and studied the impact of new regulations on hazardous waste disposal.
In his spare time, Richard researches the connections between environmental protection and meeting human needs and wellbeing.
Cllr Rishi MadlaniHead of Sustainable Finance & Just Transition, Natwest
Rishi is Head of Sustainable Finance and Just Transition for NatWest Group which encompasses the bank’s activities supporting the transition to a lower carbon economy and increasing funding to areas with a wider social purpose. The bank has set a £20bn funding and financing target to support climate and sustainable finance.
Outside the office Rishi is Chair of the London Borough of Camden Pension Committee. The fund is a Local Government Pension Scheme and won a LAPF Award for its innovative approach to Environmental, Social and Governance (ESG) considerations.
Rishi also serves on the boards of the UK Sustainable Investment & Finance Association and RenewableUK.
Paul MassaraChair, Sovereign
Paul holds a number of Non- Executive roles including the Chair of Sovereign Housing, Chair of Utonomy, and Board Advisor to a number of energytech start-ups. In addition to these roles he is also member of the Committee on Fuel Poverty at BEIS. He also works with Said Business School, Oxford University, on their Creative Destruction Lab.
Prior to his current roles he was CEO of RWE npower and served on the Executive Committee of RWE AG as well as being the Country Chair for RWE in the UK responsible for all Government and policy issues. As member of the RWE Retail Board, he was responsible for coordinating 23 million B2C customers and led the digitalization of RWE in the UK and Europe.
Before joining RWE npower, he held a variety of positions with increasing responsibility with Centrica plc, Direct Energy North America, in Toronto. His tenure there culminated in his role as President of Canadian Operations and serving as a Member of the North American Board and the North America Executive Committee. His leadership enhanced the Company’s growth from $700,000MM to $2.7Bn, and from 600 to 3,000 employees.
He is Chair of Medicinema, a charity focused on enhancing patient wellbeing by building cinemas in hospitals. He was voted Top 40 Under 40 in Canada in 2004 and was Chair of the Toronto Board of Trade.
Charlie NormanGroup Chief Executive, Mosscare St Vincent's Housing Group
Charlie has worked in the sector for over 30 years, across the North West and in Vancouver, Canada, with a background in community and co-operative development, neighbourhood management and regeneration. She is honoured to be Group CEO of Mosscare St Vincent’s Housing Group and committed to helping create more homes people can afford, more opportunity and better life chances for all.
Charlie is on the Board of Directors at Bolton Community Homes and Vice Chair of the Manchester Housing Partnership. Working with a wide range of partners, including the GM Housing Providers, she is a passionate campaigner for issues affecting housing, wealth and health inequality, supported housing, independent living and homelessness. Charlie is also a firm believer in building a great work environment where people can flourish with a focus on flexibility, agility and creativity.
Ijay OnyechiAssistant Director, Resident Services (East Region), Peabody
Ijay Onyechi is an Assistant Director of Resident Services at Peabody with over 7 years’ senior management experience within the social housing sector. She is part of the National Housing Federation’s Equality, Diversity & Inclusion working group and is passionate about social housing provision, diversity and inclusion.
Fayann Simpson OBEResident Board Member, L&Q
Fayann has recently joined the L&Q Group Board having been an L&Q resident for over 20 years and an involved resident for over 15 years. She is currently chair of Resident Services Group, Chair of the South Neighbourhood Committee and Deputy Chair of the Customer Experience Committee.
Fayann is passionate about resident involvement and is a firm believer in the value of effective resident involvement to both improve services and hold L&Q to account. Over the years she has been a member of the Resident Involvement Group, a chair of a Neighbourhood Committee, chair of L&Q Resident Board, Chair or L&Q’s Complaints Panel and been involved in the planning and facilitation of the Resident Conference.
Tony StaceyChief Executive, South Yorkshire Housing Association@TonyStacey
Tony has 30 years’ experience as CEO of two housing associations, South Yorkshire Housing Association and Hexagon. SYHA has won a string of national awards including Most Innovative Social Housing Organisation in the country and Best Provider of Care and Supported Housing. The Association has been rated as one of the top 25 Housing Associations to work for.
Tony is a member of the Housing Board of Sheffield’s LEP and sat on their Fairness Commission. He chaired PlaceShapers for 5 years, which promotes the values of community based associations. Tony received the OBE for services to social housing in 2017.
Gail TeasdaleChief Executive, Broadacres Housing Association
Gail Teasdale is CEO of Broadacres, a 6,500 home rural association based in North Yorkshire. She has been there for two years having previously been resources director at Accent. Broadacres’ corporate strategy focusses on affordable warmth after feedback from customers about the challenges of staying warm. The approach is where possible to adopt sustainable solutions that future proof both existing and new homes. This approach has delivered high levels of customer satisfaction. Gail has previously been a board member of two associations so appreciates the challenges board members face in making investment decisions.
Olga TurnerManaging Director, Ekkist
Olga is Managing Director and Co-Founder of Ekkist, a design consultancy specialising in health and well-being in the built environment. She is a Chartered Surveyor, WELL AP, WELL Faculty member and a member of the RICS Eastern Region Board.
Olga specialises in consulting on the WELL Building Standard and is one of the first consultants in the UK to gain WELL Faculty status. She has a strong interest in design for well-being and the way in which buildings affect our health, from both a design and operational perspective. She was listed by the Estates Gazette as one of the property industry’s ‘Rising Stars’ in 2016 and the Forbes 30 under 30 list in 2019 in the ‘Manufacturing and Industry’ category for her work in health and wellbeing in the built environment. Olga regularly speaks at events and conferences on the topic of health and well-being and is a member of several thought leadership groups on health and well-being, including the Construction Leadership Council’s health and well-being metrics group for Smart Buildings.
Alan has been the Shadow Minister for Energy and the Green New Deal since April 2020 and served as the Shadow Energy and Climate Change Minister October 2016 – April 2020 and the Shadow DECC Minister for Generation and Transmission September 2015 – June 2016.
During his time in office he has championed the development of a new decarbonised energy landscape. He is frequently lauded by his fellow parliamentarians for his grasp of the complexities of this policy area.
Since becoming the Labour MP for Southampton Test in 1997 Alan has served on the Select Committees for Environment, Transport and the Regions; Energy and Climate Change and Environmental Audit. He has a Ph.D. in Political Science from Southampton University.
